ハッシュタグとグループの順番は変えることはできません。（ユーザー画面＆全体設定画面のどちらにおいても）
ハッシュタグに関しては使っているもの、最近使ったものなど多い順に自動的に並び替えされます

Hashtags are automatically sorted in the order of most used, most recently used, etc.
